Jeremy Bentham:

Bentham was a utilitarian reformer that promoted the idea of society working for the greatest happiness for the greatest number of citizens. He thought that laws should be judged by their usefulness, addressing the question, "Do they advance happiness and reduce misery?" He called for better law codes, education for all, a public health service, and improved prisons.
